PTA Moms Suspected of Squandering $4M of Victims' Money in Ponzi Scheme
A trio of PTA mothers are suspected by Los Angeles County Sheriff's investigators of masterminding a 3-year Ponzi scheme that collapsed after the schemers could not pay a debt of $4 million to over 40 investors.
Three Diamond Bar PTA moms at Armstrong Elementary School allegedly duped around 40 investors in a Ponzi scheme that lost victims up to $4 million.
Los Angeles County Sheriff's investigators believe that a total of $14 million was drawn in as part of the phony investment scheme and that $4 million was squandered by the PTA mothers.
UPDATE - July 8, 3:16 p.m.: Sheriff's investigators said two suspects played the victim to investors.

Two of the women were arrested at their Diamond Bar homes Tuesday after a six month fraud investigation that was linked to a third woman who was already convicted on separate fraud charges, according to Capt. Mike Parker of the Los Angeles County Sheriff's Headquarters Bureau.
All three women — 41-year-old Maricela Barajas (aka Maricela Torres), 50-year-old Juliana Menefee, and 51-year-old Eva Perez (convicted on previous charges) — had used social functions and school events to build trusting investors, who were told that the trio had an exclusive contract to distribute AltaDena Dairy products at Disneyland, Disney Hotels, and to small retailers.
The group promised investors a rate of return of up to 100 percent, enticing many of the victims to take out second mortgages on their homes, max out credit cards, and hand over their life savings to contribute a total of $14 million to the scheme.
With pressure from investors for payments, the group returned $10 million but was unable to come up with the additional $4 million.
Detectives from the Sheriff's Commercial Crime Bureau found that over $1.5 million were actual losses to the victims and another $2.5 million has not been located.
"It is speculated that the suspects used the money for lavish vacations, expensive hotels, new cars, and casinos in California and Nevada," Parker said in a news release.
Pressure continued to build and led to an internal audit of the business — meanwhile, one victim contacted deputies at the Walnut/Diamond Bar Sheriff's station to report the fraudulent transactions taking place at Perez's residences in Chino and on Wagon Trail Drive in Diamond Bar between 2008 and 2010.
Investigators found that the trio dealt only in cash and also collected money from investors at Barajas's Hopi Street home and Menefee's home on Beaverhead Drive in Diamond Bar.
The over 40 known victims resided in cities throughout the Western U.S., from Redondo Beach to Salt Lake City, Utah. and had indivdually invested between $5,000 and $208,000.
Sheriff's investigators said that most of the victims interviewed were embarrassed that they fell for the scheme that gave them hope "to make a better life for themselves and their families."
Perez, who pleaded guilty in a San Bernardino court to multiple felony counts of grand theft in 2010 for the same type of scheme, was already sentenced with 11 years in prison and an order to pay restitution to the victims.
Perez will face separate charges for involvement in this most recent Ponzi scheme and all three could face up to 20 years in state prison if convicted for the 22 felony charges, seven counts of grand theft, and 15 counts of securities fraud they face for this crime.
Barajas and Menefee are being held in the L.A. County Jail and are scheduled to be arraigned on Thursday, July 7.

What's funny is that people like me often get shouted down when I bring up inappropriate "spamming" of live events like this. "Oh, lighten up!" I hear a lot.
"This is inappropriate. I don't want to come to a place and get propped for money."
"Good grief! Let the people earn a living! Who are you? The business police?!"
I always see it coming. Same thing for prayer at these events. Same thing, shouted down when I bring up how inappropriate it is. "Can't we just do what we came to do? Why must everything be a spam or church revival?"

Sorry, the 'investors' get no sympathy from me. Anyone who's 'investing' because the 'managers' of the 'investment' have promised huge returns deserves to be fleeced! The only reason anyone would 'buy' such an investment is because they themselves are crooked. This sort of ponzi reminds me of the people who fall for other scams that involve big profits for small investments. They're inherently dishonest, themselves. (Oh, the trio? I wouldn't call the investors crooked, but maybe more desperate. In desperate times, some people tend to lose all sight of reason. Ignorance in how investments work and fear in how others might react makes some people easy targets since they won't TALK these issues over with loved ones who might be the voice of reason. The embarrassment that comes with losing any money let alone thousands of dollars can be the key to letting the scam run for as long as it does. It's just sad that some of these people will never recoup their losses.

Many of these posts claim that the investors must be greedy or just stupid. That is not always the case. People have become desparate in this time of econmic turmoil and are in need of hope. A few months ago, my mother (age 81), took out all her money from the bank and handed it over to two scam artists. I assure you that she was not greedy or stupid, just another victim to the expert scam artist that knows exactly what to say and do.

The thing that struck me is the stupidity of these investors to give cash to a couple of PTA moms to invest! "Upstanding citizens" with no regard to damaging the reputation and perception of PTA groups at large. Criminals rarely, if ever, have a conscience so that fact comes as no surprise. What does surprise me, however, is that anyone would "bite" on an "opportunity" to increase their investment by 100%. Are there that many affluent people that lack intelligence? Can lust for greed actually kill brain cells? They need to take some responsibility for giving legs to the Ponzi scheme. What half-way intelligent person would take a second mortgage on the home or max out their credit card to make an investment? To create an instant debt or put their home further in debt and at risk without doing due diligenceel makes absolutely no sense.

Mindful, the title and reporting in this article is very misleading. Other commentors here have even called them embezzlers which would mean that they stole money from the PTA...they may have...but that is not what this article is about. To constantly say PTA Moms without defining what that means when the only connection of the PTA to the crime is that while being at a PTA event they spoke with the people they were socializing with there is sensationalistic and misleading reporting. Readerroz is on the right track...PTA or the school name did not have to be splashed all over here...I am sure they duped many more people at other events as well...

@ Melissa Gates, sorry but you are being naive. These women used the PTA (which has a reputation for helping children and families) as a means of establishing credibility with families. This was deliberate on their part and not to the discredit of PTA . It is important to point this out to unwary people who do trust parents in this kind of position of trust. It was a cruel and deceptive thing to do but hopefully people who hear about this will be more wary of similar scams carried out through the "cover" of legitimate organizations. I hope the PTA emphasizes this. BTW similar (but less costly) scams have been perpetrated by dishonest people in PTA groups for years. For a while PTA's had to change their name because of this problem. It is sad but there will always be wolves in sheep's clothing. It behooves the PTA to protect its good name and long history of serving families by exposing this kind of problem.

@ Mindful...I do agree with you...however, not knowing the people or the school I just read "PTA Moms"...again, there is no definition there. They are members? They are on the Executive Board? They were the Chairpeople running the events where they networked and scammed??? I don't think it is good enough to just characterize them as PTA Moms...that would describe the majority of the Moms at my school but only about a handful actually are in leadership roles...did these women here use their positions in the PTA or did they just attend these events and so used the PTA? The initial reports did not specify how the members were involved with the PTA. Through follow-up with the district, there is no record of suspect Barajas being involved with the PTA at all (http://patch.com/A-jX9Y).
However, reports out of the six-month L.A. County Sheriff's investigation said that all three were highly involved with the PTA.
Perez, who was arrested on separate charges was formerly the President of the organization for half of the 2009-2010 year, according to district officials.
Menefee was listed as a member of the PTA Council from 2008-2010. I would have liked to have more information on this from the initial reports, but it is clear that at least two of the suspects were more than occasional volunteers in the organization.

I am glad these people got caught. They tried to get my wife to invest in the beginning of this scam and I said no. I looked like a jerk to many of the people that knew and invested with Eva. I stood my ground and told my wife to have nothing to do with them and in time that they will be caught if they are doing wrong. It just didn't make sense that you can double your money in such a short time. These females used God and gifts to befriend you. I pray this time that Eva finds Jesus and excepts his forgiveness. God forgives but they need to pay for their crimes to the people they scamed. Eva was a deadly virus to Armstrong elementary and the PTA. What a shame that money and greed can make people do this in the name of God.

Agreed, for the most part, it is greed and stupidity. Has anyone not learned from the Bernie Madoff fiasco?? If it sounds to good to be true, then it must be a scam. A 100% return on your investment; give me a break. Most of these losers deserve what they got. I do feel sorry for the elderly and imcompetent, but they too should not be handing over their money, just because it sounds good. If they are too elderly or incompetent, then maybe they should have someone overseeing their finances. Who the hell hands over their life savings to someone they don't know? Come on, it's all over the news. My Mother is 81 too & she hangs up on the solicitors who call her constantly. She sends $20.00 to the Veterans & Cancer Funds a couple of times of year and donates clothes and household items to them as well - but she does not hand over money to strangers. Being 81 is no excuse unless you cannot manage your affairs, in which case you need to find a trustee who can. If people stopped being greedy and stupid, the scam artists would be out of business - but as PT Barnum said: There's a sucker born every day !!

These investors are also to blame they could have done some homework on these three people, the company, and they could have checked to see if there really was a contract with Disney, the other red flag is if it sounds to good to be true then it is to good to be true. People who claim 100% returns on you money again in this economy is crazy. Always do background check on people and the companies they represent. So you know when you cut a check you know who the players are and if they can deliver the promised terms. Also never invest more than you can afford because it is simple buyer beware and expect to lose your investment.

All three mothers were involved in the PTA organization at Neil Armstrong Elementary and investigators found that they used social events and the network around the PTA to build credibility and trusting investors. For that reason, it is a necessary and important detail of the story.
The inclusion is not a slight to the PTA but an indication of how far these women would go to try and make a quick dollar.
I would make the comparison with an earlier story about a drug-related arrest at Happy's Grille in Diamond Bar. It was an important detail that the bartender and one other man at the bar were arrested, even if the owners or managers had nothing to do with the suspected crime.

I wonder how much PTA money they took for themselves I remember giving Menefee cash on several occasions for school fundraisers. She was also very connected with all the teachers I wonder how many of those teachers lost money. To a certain point I blame the administrators at the school for allowing them to continue this for so many years at all the school functions.

Yes, we are breeding crime. People are so greedy it is sick. The entitlements are out of control. These monkeys work under the table and get food stamps or welfare on
our dime. I remember when folks would get a helping had from a friend or the church.

I personally know one of these women. She approached me in 2008 and told me the I too would earn 100% return on my investment into the Alta Dena Dairy Company. Fortunately, I did not bite but I do know that there are others involved in this and I am surprised that these are the only three that have been arrested. When I opened up the news on the Internet and saw the face of the woman I know, I wasn't shocked but I am disturbed over the story and even more that others are walking free having benefited from the monies received. It is better to be of a humble spirit with the lowly, then to share the spoil with the proud. We all have to answer for everything we have done in this life, on this side or the other. Sometimes both.

From a former Neil A. Armstrong Elementary School Attendee, Can't say I am suprised ... Pomona has been drowning out DB for years. George I love your comments, you too JZ and Enigma. Capwhan you can suck it. Although I don't live in the area anymore, the insults and comments above make proud to be from Diamond Bar. The John Bellushi and hag comments were amazing. I couldn't agree more. These three she men look like they should be sleeping with Arnold.

We are fortunate in South Diamond Bar to have what is called Community Clubs instead of PTA. Each school's community club is self contained. It is run by parents and all monies raised stays within it's own school. Works very well. Yes, there have been a few moms who have been thieves but I guess that comes with every organization.
